A vacant waterfront plot at Western Harbour could be built out with 212 homes under a new major residential planning application now with the City of Edinburgh Council.

The site is described as land 80 metres east of 5 Western Harbour Way, within the growing Newhaven and Western Harbour area. The proposal would introduce a mix of flats, colony flats and townhouses, alongside shared outdoor space, green space, cycle storage, refuse storage and parking for cars and motorcycles.

If progressed, the scheme would add a sizeable new residential quarter to one of Edinburgh’s most visible waterfront regeneration areas, where large former port and dockside sites have been gradually shifting towards housing, public realm and mixed urban neighbourhoods.

What is proposed

The application seeks full planning permission for a residential development on vacant plot 1B at Western Harbour.

The proposed 212 homes comprise:

  • 180 flats with one, two and three bedrooms
  • 27 colony flats with two and three bedrooms
  • 5 townhouses with five bedrooms

The development also includes bicycle storage, refuse storage, external amenity space, green space, car parking and motorcycle parking.

A related earlier proposal of application notice, reference 25/06573/PAN, described a similar housing development of approximately 212 homes, including flats, colony flats and townhouses. That pre-application consultation stage is marked as consultation approved, and the current full application is the detailed planning submission now awaiting assessment.

The site

The application site sits at Western Harbour, east of 5 Western Harbour Way, close to the waterfront and the established residential areas around Newhaven and Granton Harbour.

Western Harbour has long been one of Edinburgh’s major waterfront development zones. Its scale, open plots and position between the Firth of Forth and north Edinburgh’s established communities mean new schemes here can have a wider impact than a typical infill housing application.

The plot is described as vacant. Its redevelopment would therefore represent a physical change from undeveloped land to a substantial residential block and street-level environment, with associated green and amenity areas.

The location also places the proposal within an area where walking, cycling and public transport links are important planning considerations. Reporting on the submitted plans has described the development as supporting sustainable travel, with access to pedestrian and cycle routes and nearby bus and tram connections.

Why it matters

A 212-home scheme is significant for Western Harbour and for Edinburgh’s wider housing supply. The proposed mix ranges from one-bedroom flats to larger townhouses, which would bring a spread of home sizes to the site rather than a single housing type.

The inclusion of colony flats is also notable. In Edinburgh, colony-style housing is a familiar local form associated with compact family homes and upper-and-lower arrangements. New-build colony flats are often used in contemporary housing proposals to provide a lower-rise alternative to standard apartment blocks while still making efficient use of urban land.

The proposal’s waterfront setting adds another layer of interest. Western Harbour is not just another residential expansion area; it is part of Edinburgh’s northern edge, visible in the city’s relationship with the Firth of Forth. The design, open space, walking routes, parking arrangements and landscaping of major schemes in this area can influence how the wider waterfront feels and functions.

For nearby residents and businesses, the practical questions are likely to include how the development connects to surrounding streets, how much green space is created, where vehicles and bikes are stored, how refuse is managed, and how the new homes relate to existing properties and routes through the area.

Community and wider context

The scheme follows pre-application consultation activity for the site. Public engagement reported in connection with the Western Harbour plans included consultation events at the Heart of Newhaven in January and February 2026, with 116 people participating across both sessions. Meetings were also reported with local stakeholders including Leith Harbour and Newhaven Community Council and the Western Harbour Owners’ Association.

The Construction Index has reported that the affordable homes within the development are proposed to be professionally managed by Wheatley Group. That detail is part of the wider public reporting around the submitted plans, while the planning description itself focuses on the overall 212-home residential development and associated facilities.

Western Harbour has also been the subject of wider debate about design quality, landscape, ecology and the character of waterfront development. The Cockburn Association has previously raised objections to a separate Western Harbour application, reference 25/01762/FUL, for 154 apartments, criticising the design response and the treatment of landscape and water features. That objection relates to a different application, but it shows the level of scrutiny that major waterfront housing proposals in this area can attract.

What happens next

The application is listed by the City of Edinburgh Council as awaiting assessment. That means the council has validated the submission and the planning process is under way, but no decision is recorded.

Residents, neighbouring owners, community groups and other interested parties can search the council’s planning portal using the reference number to view the application details and published documents.

The planning reference is 26/02586/FUL. The site address is Land 80 metres east of 5 Western Harbour Way, Edinburgh.
