Two heat pumps proposed for Port Glasgow Library

What is proposed

A current Inverclyde planning application would put two air-source heat pumps at Port Glasgow Library on Fore Street in Port Glasgow.

Application 26/0017/LB proposes the pumps inside an external compound, together with pipework, boxed pipework fixed to the building's south-east corner and changes to existing equipment in the plantroom. The record was received and validated on 14 September 2026. It is marked Pending Consideration and has no recorded decision.

The application summary calls the site Port Glasgow Library. The retrieved drawing's title block calls it “Port Glasgow Municipal Building, Fore St”. Both labels sit in the same returned source set for the Port Glasgow Fore Street location; the documents do not explain the naming difference.

What the drawing adds

The council's document register reports nine documents. Bounded source research returned a general-arrangement drawing showing the proposed heat pumps as indicative equipment in a compound beside an existing car park and path.

The compound is drawn with a timber acoustic screen, a steel frame, a reinforced concrete slab base and an access gate. The drawing also marks indicative pipes running towards the Port Glasgow Municipal Building. Its revision note, dated 9 September 2026, says an access gate was added and a short elevation was altered.

Those details make the proposal more than a bare equipment description: the public-facing questions include how the compound will be screened, how pipework will be routed and how access around the existing building and car park will be maintained.

What is not yet known

The current source does not establish the project's cost, expected energy saving, installation timetable, predicted noise levels or whether the work will be approved. The heat pumps and the design measures remain proposals, not completed works.

For now, the application is a specific example of a public-building heat-pump retrofit being considered in Inverclyde, with the planning decision and performance information still to come.
