The May pre-application notice for Factory, Queen Victoria Works, 203 Brook Street, describes a proposal for affordable housing. The council’s acknowledgement says the scheme would comprise approximately 102 flats and houses, with associated amenities, parking and related works.
The applicant’s notice form describes a mix of unit types, a street, parking and external amenity spaces. It gives no breakdown of homes by type or a construction timetable. These details describe a proposal; the notice is not planning permission.

The form listed a consultation website, community consultations and two public meetings at Hampton by Hilton Dundee City Centre, on 3 and 23 June 2026. Those dates have passed. The form also lists local representatives and West End Community Council among the parties sent a copy of the notice.
The notice starts a pre-application consultation process. Its guidance says a planning application can be submitted after at least 12 weeks, once required consultation has been carried out, with a written consultation report. It also explains that comments made during pre-application consultation go to the prospective applicant, not the planning authority. If a full application follows, that is a separate stage for formal representations to Dundee City Council.
The documents reviewed establish what was proposed in May and which consultation dates were listed. They do not establish whether the meetings took place, what feedback was received or whether a later planning application has been submitted.
